Instead of cutting teachers, which would decrease the number of students in the program, the district rearranged the budget and created more pre-kindergarten classes.
The only difference is which families get benefits and which ones do not. Head Start provides medical, dental and family support for students in the program. Pre-kindergarten does not. This does mean fewer families will be eligible for the benefits.
