Eastland PD Completes Internal Investigation Over Fought Case

Eastland City Manager Ronald M. Duncan has released the results of the internal investigation of the Eastland Police Department.

The Eastland Chief of Police was instructed to conduct the investigation following a story we reported after a woman came to us claiming her two children had been molested by Clayton Fought—the same man accused of kidnapping, raping, and assaulting a now 12-year-old girl in Eastland County on January 5, 2014.

The woman claimed she had reported the crime in June of 2013, and an investigation was conducted by Eastand PD; however, she claimed nothing had been done.

The internal investigation was completed Friday, January 17.

The Investigation found that a case had been opened and a criminal investigation conducted against Clayton Fought in June of 2013. However, the investigation had not been completed in a timely manner, nor forwarded to the Eastland County District Attorney.

It was also discovered that the department lacked procedures necessary for properly keeping track of criminal investigations, thus preventing this from coming to the attention of department management.

In response, the City of Eastland has taken “appropriate administrative action” with three senior members of the police department. As a part of this action, one of the officers is no longer with the department. 

The police department is now in the process of implementing stricter policies and procedures for keeping track of the investigation of criminal complaints.

The city manager also reports the June investigation against Fought has now been completed by Eastland PD and forwarded to the Texas Rangers for further action.

As a final and vital precaution, the city manager and city commission are establishing reporting processes that will allow performance within the police department to be more closely monitored, and will assure accountability for all criminal complaints.
