The key findings of the investigation include ACC misreporting student enrollment and intentional falsification of student employment, enrollment verification, academic progress, and admissions eligibility.
It's unclear if the report, dated October 14, 2011, has anything to do with Wednesday's raid by the U.S. Department of Education and other federal agents at three American Commercial College locations.
The document serves as a notice that the Texas Workforce Commission intends to revoke the certificates of approval for the Abilene and Lubbock schools. The TWC also outlines plans to place conditions on certifications for campuses in Odessa, San Angelo, and Wichita Falls.
The document outlines a number of things ACC is asked to do over a 15-day period that would've ended at the end of October. The TWC did not comment as to whether those conditions were met in the time allotted.
False Employment Reports
In its report, the Workforce Commission detailed a number of inaccuracies in the employment reporting for American Commercial College students. Among those items included:
- 14.9% of graduates reported as employed were not employed with UI (unemployment insurance) wages
- For 68.6% of graduates ACC reported as employed, the employer ACC identified had no reasonable match to any employers in the UI system.
- 70.3% of employers surveyed said they had never employed an ACC graduate
Intentionally Falsifying Data at Request of Management
Workforce Commission investigators also found examples of 22 students that were reported in the system at least twice in different years, with different enrollments dates and employment data. Employees admitted to investigators that they falsified employment records and were told to do so by ACC management.
The investigation also found examples of employees changing grades and forging documents used to verify student attendance.
Additionally, the report shows ACC accepted falsified GED certificates and accepted unaccredited secondary education degrees for admission eligibility.
Another major violation came in ACC's Medical Assisting program. According to the Texas Workforce Commission, the program must meet a minimum employment rate of 60 percent.
Both the Lubbock and Abilene campuses reported meeting that requirement. However, an audit found both campuses fell below the mark with Abilene producing an employment rate of just 32.5% in fiscal year 2010.
