SPCA Case in Gorman is Worst They Have Seen

The SPCA handles animals with care everyday, so when the SPCA showed up to Gorman expecting to help a woman out with her late mother's animals. They quickly realized the animals were in need of saving. Twenty-five animals were caged and chained all over the property. It has SPCA investigator Lynn Pitcox saying this is the worst case they have ever handled.

According to SPCA, there are two types of laws in Texas that protect animals from cruelty; civil laws and criminal laws.

In a civil case, the judge may take away a person's animals and/or order them to pay restitution. In a criminal case, penalties include fines, jail, or both. Those under of the age of 18 who are convicted are also required to undergo counseling.

Texas criminal laws only apply to domesticated animals, such as house pets and livestock or other animals that are subject to a person's control.
