The new company would move into an existing building in the city's Five Points Industrial Park in northwest Abilene.
The issue is on the agenda for Tuesday afternoon's meeting of the Development Corporation of Abilene.
The group is scheduled to consider more than $6 million worth of incentives to help the plastics company expand in Abilene.
The proposal indicates that the company plans to hire about 90 new workers here in the next five years.
This would be a different plastics company than one that is already operating at the Five Points Park.
