LARGO, Florida (WFLA) – Largo police say a caseworker saw 2-year-old murder victim Jordan Belliveau at his home on Friday, the day before his mother reported him missing. 

Jordan’s mother Charisse Stinson is accused of murdering her son and then lying to police about what happened until his body was found Tuesday in a wooded area in Largo. 

Largo police say a caseworker from Directions for Living showed up at the home Friday.

Jordan had been in and out of foster care for most of his life. 

His foster parents Sam and Juliet Warren spoke with News Channel 8 Wednesday afternoon to share memories of Jordan. (Click the image below to watch the full video.)

“He wasn’t just the boy in the Amber Alert,” Sam Warren said. “He learned to walk and talk in our family.”

The Warrens said they had Jordan from January 2017 to May 31 of this year. They were trying to adopt him and weren’t ready for him to go back.

“We hope that Jordan’s loss will lead to a change to protect other children in the system,” they said. “Jordan was failed by the system.”

The community is demanding to know how and why Jordan was allowed back with his mother, a person with a history of domestic abuse and unemployed. 

News Channel 8 is working to obtain documents that should shed more light on the situation. 

Friends and family also tell News Channel 8 that Stinson is pregnant but Largo police declined to confirm those details, referring us back to family. 

DCF is working to compile abuse records concerning the family. Officials said DCF Secretary Mike Carroll has ordered a special investigation. 

Editor’s note: Largo police initially reported that it was a DCF caseworker who saw Jordan on Friday. The agency later corrected the information to say it was a caseworker from Directions for Living. DCF released a statement saying it does not conduct any child protective investigations in Pinellas County. They said the family is familiar to the child welfare system and DCF will conduct a special review of any prior interactions.
