ABILENE, Texas (KTAB/KRBC) - Two former West Texas Rehab Center employees accused of helping parents falsify CPS-ordered drug tests in exchange for sexual favors have been arrested.
Shawn Franklin, 28, and Walter Williams, 29, were taken into custody and charged with Tampering with Evidence at the beginning of the month. Both men were released from jail after posting a $20,000 bond each.
Court documents state the Abilene Police Department began investigating Franklin and Williams after Child Protective Services reported concerns about West Texas Rehab Center and some of the parents going there for drug testing.
The initial investigation revealed both Franklin and Williams "have been knowingly accepting false data fro drug tests in return for personal and sexual favors," according to the documents.
Detectives then spoke to Franklin, and the documents state he admitted to befriending a mother who was working with CPS to get her children back.
This mother was ordered to take hair-follicle drug tests as a stipulation for getting her children, according to the documents, which state she would send messages "sexual in nature" to Franklin, and in exchange, he would let her bring someone else's hair into the Rehab Center for her test.
The documents go on to state that Franklin admitted providing this mother with "clean hair" and allowing her to come after the CPS-mandated test time, and when questioned, he would lie and say the Rehab Center was busy, so she had to come back.
He also provided this mother information on how to beat the tests and would collect samples from her even though he suspected she was cheating the system, according to the documents.
Williams also interviewed with detectives. The documents state he told them he allowed a mother to bring someone else's hair to her drug test in exchange for oral sex. The documents also state Williams knew this mother needed a clean drug test for CPS.
West Texas Rehab Center told KTAB and KRBC that as soon as they became aware Franklin and Williams were falsifying tests, both men were fired. West Texas Rehab says they were shocked and devastated after learning of the allegations against Franklin and Williams and they do not condone that type of practice at their organization.
